The Minister of Trade and Industry has published the draft Lottery Policy Document: Lotteries Policy review: A discussion document for public comments in Government Gazette No. 35764 (5 October 2012).
The document outlines the policy proposals intended to amend the Lotteries Act No. 57 of 1997 to ensure the effective governance and management of the lottery industry. The amendments have been necessitated by an assessment of the effectiveness of the distribution of lottery funds which found, inter alia, a lack of accountability for the distribution of funds, allegations of conflict of interest in relation to some members of the Distributing Agencies, poor turnaround times on applications, lack of communication with the public, and a lack of capacity in the National Lotteries Board.
The purpose of this document is to propose policy interventions to address the challenges that have been identified. Once public inputs have been received a draft Bill will be produced and submitted to Cabinet with a final policy for adoption and introduction into Parliament.
