In recognition of the need to address the low achievement levels attained by learners in literacy and numeracy, the Council of Education has approved an Integrated National Literacy and Numeracy Strategy.
The council emphasised that the strategy is a national one that integrates all provincial initiatives in this regard. Provinces, districts and school communities are all required to work together to focus their energies on improving reading, comprehension, writing and counting. The strategy is based on the 2011 assessments. These allowed for an in-depth analysis of the causes and location of schools experiencing the lowest numeracy and literacy levels – which in turn has allowed for targeting within a broader national comprehensive solution. The key interventions will include teacher training, the distribution of quality work books, and the mobilisation of parents to participate.
