The Department of Social Development has, on its website, published the full and final declaration that was developed at the national ECD conference hosted in March 2012.
THE DECLARATION COMMITS ALL STAKEHOLDERS TO:
A comprehensive review and harmonisation of policy and legislation within the sector moving towards universal access;
A multi-sectoral, integrated, coordinated approach to ensure the effective provisioning of ECD services by Government, non-governmental organisations, civil society and business.
Strengthening the role of parents/caregivers, families and communities in the provisioning of ECD services.
The inclusion of children with special needs and deliberately extending ECD services to children in rural areas.
Adequate resourcing of ECD services, including infrastructure provisioning.
Working towards professionalization, accreditation, improving training and promoting the Basic Conditions of Employment Act in the ECD services sector.
Streamlining of registration processes and the standardization of ECD services to improve the quality thereof.
The development of a Programme of Action, in collaboration with civil society partners, with clear targets and outcomes for each of the identified focus areas by 30 June 2012.
