The Department of Health has published a national framework to synergise activities and investments by development partners, civil society organisations, labour and business so that they may be more closely aligned with the priorities, goals and objectives of the department. The purpose of the framework is to ensure that all partners work together more effectively towards a single national health strategy.
The South African government will take the lead in coordinating and overseeing development aid, support and partnerships so as to align these with the national service delivery agreement for health. The Framework lays the foundation for ensuring a collaborative partnership between the Department of Health, its development partners, multilateral organisation, private sector business and civil society organisations.
The Framework provides the mechanisms for securing collaborative support and alignment at a planning, budgeting accounting and review systems. It establishes an executive co-ordinating forum, a technical planning forum which will be responsible for implementation strategies, action plans and agreement on implementing entities, and a programme or project steering committee made up of departmental and development partners.
