DOJ publishes Prevention and Combating of Torture Bill

The Department of Justice and Constitutional Development has published an explanatory summary of the Prevention and Combating of Torture Bill, 2012 in Government Gazette Number 35412 (1 June, 2012), which will be introduced in the National Assembly shortly.The Bill aims to realise the State’s obligations in terms of the United Nations Convention against Torture and Other Cruel, Inhuman and Degrading Treatment of Punishment.

The Bill criminalises any act of torture by a public official. In addition, the Bill highlights the obligations of the State to promote awareness of the prohibition against torture and the duty to conduct education and information campaigns of the prohibition against torture.
